Update to ITEM_CREATE and UPDATE V7

This PR updates the ITEM_CREATE and ITEM_UPDATE APIs to V7. V7 includes DEP_ELIGIBLE, SERIAL_START_STRING, SERIAL_END_STRING, SERIAL_LENGTH_MAX, SERIAL_LENGTH_MIN, ADD_SALES_INSTRUCTIONS and SALES_PROCEDURE.

I also renamed a few parameters that didn't quite match with the CBS naming scheme. We've got a lot of parameters in these classes now so I think naming them like CBS will help keep things straight in the future.
