Add Jenkinsfile for build

Andy Summers requested to merge andrew-summers/spotseeker_client:jenkins into master

This PR is just to test out using Jenkins with CI, with the eventual goal being that Jenkins will build our apps, upload them to an internal PyPI repository, and be installable over the network with pip.
