Remove Husky Card, add Wiscard

Andy Summers requested to merge andrew-summers/scout:missed-husky into master

This PR is more of the same--removing Husky Card and Dining Card, and adding in Wiscard. This time though, it's for Scout!

Note: There are still references to Husky Card and Dining Card in the project. These are in JavaScript tests, which I didn't even realize existed until now. I'm leaving those there until we have a chance to run and understand how the JavaScript tests work.
