Secure agent image tag-INPLATFORM-388

Nicole Lu requested to merge secure_agent_image_tag-INPLATFORM-388 into master

This ticket is to change specify the image tag with CI_COMMIT_SHORT_SHA and allow the image built in all branches. I've changed the registry image tag and the qualys scan job's image tag. The ECR_IMAGE_TAG seems already have CI_COMMIT_SHORT_SHA.
