Add shared library package

Nicole Lu requested to merge Add-sharedlib into master

This MR is to add a libidn.so.11 package to docker container to solve the Informatica Update error. It's already been tested with the Wiscalert task and succeeded. Waiting for other people who's using shared secure agent to test it in Test org.
