Improve the outage page to include important links
- Update page content
- Remove Tab UI layout and related code (script and styles)
- Remove inline styles and..
- Create a new style.css file that will be (this is a to-do) shared by the three outage files: 403.html, 404.html, and 500.html)
- Add missing alt text on UW Logo
- Add language specification to the tag
