Less is more: remove less-urgent links from service outage page

It's not that these links aren't important.

But the viewing user isn't likely to be

  • disabled by the MyUW outage
  • from an urgent task
  • that these links would resolve

and I think that on reflection that should be the filter for what links belong on the MyUW service outage page - what are the use cases where a user will be disabled from an urgent task by the MyUW outage, that we can mitigate by including a static hyperlink on the outage page.

Less is more.

By focusing only on the links that un-stick users from urgent tasks that shouldn't just wait for the outage to resolve, we can make the service outage page most usable for those urgent needs.
